WPM Minimum and Maximum values not spoken properly by VoiceOver in Per Voice settings for some voices

1. Navigate to Settings > Accessibility > VoiceOver > Speech > Voice
2. From the list of available voices, double tap on "Fred"
3. With VoiceOver focus on "Fred," select "Open Per Voice settings" from the VoiceOver rotor
4. On the resulting screen, place VoiceOver focus on the WPM Minimum setting
5. Notice how VoiceOver announces the current setting as "WPM_format" instead of the numeric value

Expected Result:
VoiceOver should announce the numeric values for the WPM Minimum and WPM Maximum settings correctly.

Actual Result:
VoiceOver announces "WPM_format" instead of the numeric value.

This issue appears to be specific to the WPM Minimum and WPM Maximum settings in the Per Voice settings. Other settings in the same screen are announced correctly.
